the sweet spot is when minecraft is using between 50% and 75% of what's allocated. if you allocate too little ram though, then java will need to do garbage collection too often, and it ends up spending more time on garbage collection than actually running minecraft. if you want smaller lag spikes, then you actually need to allocate LESS ram, not more. if you allocate a tun of ram, it will wait longer between garbage collection cycles, but each cycle will take longer to complete, so you get fewer, but bigger lag spikes. java will typically only do garbage collection when necessary.
java is smart though once it notices that a certain area in memory is no longer being used, it will free up that memory so that new values can be stored there instead. the problem is that minecraft will quite often only use that value for a short amount of time. minecraft will ask java for some space to hold some value, and java will provide that space if it can. Minecraft does a lot of things, and most of those things require memory.
